Director of Human Resource Operations

The Opportunity

The Director of Human Resource Operations is an integral member of the Human Resources team and is responsible for a variety of HR operational duties including but not limited to the following functional areas: recruitment & hiring, compensation analysis, employee relations, onboarding/offboarding, performance management, HR policy development & implementation, regulatory compliance. This position works closely with the Director of People and Culture and the Executive team to operationalize strategies and tactics developed in the areas of organizational planning, DEI, and employee development.


  • Collaborates with the Executive team to define the organization’s long-term goals; identifies ways to support the mission and strategic goals through talent management.
  • Identifies key performance indicators for the organization’s human resource and talent management functions; assesses the organization’s success and market competitiveness based on these metrics.
  • Researches and develops competitive compensation, benefits, performance management, and employee development programs for review and implementation by senior management.
  • Ensures compliance with employment, benefits (including but not limited to health and retirement), insurance, safety, and other laws, regulations, and requirements.
  • Maintains knowledge of laws, regulations, and best practices in employment law, human resources, and talent management. Maintains compliance with federal, state, and local employment laws and regulations.
  • Manages the development and implementation of personnel policies and procedures; prepares and maintains the employee handbook.
  • Develops and monitors the performance evaluation program; administers annually, working closely with department directors/managers to ensure successful completion.
  • Maintains data/records as required for government and other regulatory agencies as well as internal reporting. Manages personnel files.
  • Conducts recruitment and hiring for all personnel; conducts new employee onboarding and orientation.
  • In conjunction with the Director of People and Culture, develops and participates in training, provides training resources as needed.
  • Conducts periodic compensation studies and recommends pay structures based on internal equity and market competitiveness within the nonprofit sector.
  • Manages employee relations counseling and exit interviewing.
  • Provides input as needed for external or internal audits.

  • Bachelor’s degree required
  • Minimum 5-7 years of progressively responsible HR operations experience
  • Strong knowledge of employment law, compliance and HR best practices
  • Experience recruiting and hiring a diverse workforce
  • Excellent communication and interpersonal skills
  • Excellent problem solving and conflict management skills and abilities
  • Strong MS Office and Google Suite experience
  • HRIS or data management experience
  • Experience in nonprofits highly desirable


This position will be a hybrid role (combination of virtual and in-person) based in our San Rafael office
