Human Resources and Payroll Manager

10,000 Degrees is the premier college success organization in the Greater San Francisco Bay Area. Postion Summary

This position is responsible processing semi-monthly payrolls for full- and part-time staff as well as a variety of HR duties including but not limited to the following functional areas: recruitment & hiring, benefits administration, compensation, employee relations, onboarding/offboarding, performance management, policy development & implementation, regulatory compliance, training and professional development.


  • Collaborates with executive leadership to define the organization’s long-term goals; identifies ways to support the mission and strategic goals through talent management.
  • Identifies key performance indicators for the organization’s human resource and talent management functions; assesses the organization’s success and market competitiveness based on these metrics.
  • Researches, develops, and implements competitive compensation, benefits, performance appraisal, and employee development programs.
  • Ensures compliance with employment, benefits, insurance, safety, and other laws, regulations, and requirements.
  • Maintains knowledge of laws, regulations, and best practices in employment law, human resources, and talent management.
  • Perform payroll functions including tracking and processing employee timecards, pay-rate changes, deductions and benefits contributions.
  • Coordinate the development and implementation of personnel policies and procedures; prepares and maintains the employee handbook and the policies and procedures manual.
  • Administer benefit programs, including processing benefit bills, drafting compensation letters and processing pay changes.
  • Perform reconciliations of employee PTO balances.
  • Develops and monitors the performance evaluation program; administers annually, working closely with department managers to ensure successful completion.
  • Maintains data/records as required for government and other regulatory agencies as well as internal reporting.
  • Conducts recruitment and hiring for all personnel; conducts new employee onboarding and orientation.
  • Manages employee relations counseling and exit interviewing.
  • Participate in annual audit preparation and fieldwork as needed.
  • Maintains compliance with federal, state, and local employment laws and regulations.
  • Provides training, training resources, and manages employee attendance at training and development.


  • BA degree required
  • Minimum 7 years of progressively responsible Payroll and HR experience
  • Timecard and payroll processing experience required
  • Excellent communication and interpersonal skills
  • Excellent problem solving and conflict management skills and abilities
  • Excellent time and project management skills and abilities
  • Strong MS Office experience
  • HRIS or data management experience
  • Experience recruiting and hiring a diverse workforce
  • Experience in nonprofits highly desirable
